the GPL does NOT prevent re-use. it allows re-use, but only in free
software. this is a Good Thing<tm>.
OTOH, the QPL *DOES* prevent both re-use and forking, which are
important and necessary freedoms of Free Software. Fortunately the QPL
0.9 is only a draft so there is a chance that these problems may be
fixed.
