Recommens: *-doc?

Since I didn't find it in policy I ask here: Do we have a rule that packages
must not recommend a -doc package? I see that most of the time a -dev
package only suggest the -doc package and I think that is okay, since some
will only get the -dev to compile some sources not to do their own
development. So why bothering with the -doc package. However, there are some
that use Recommends: which makes dselect ask for the -doc every time.
