glibc header file problems

I´m using glibc 2.0.7u together with kernel 2.1.123 and found that I cannot
include <sys/swap.h> without including <asm/page.h>. Shouldn´t this be
handled internally, that is inclusion of asm headers only via other headers
instead of directly from the application?
