There seems to be confusion on what is the domain of the Packaging
Manual, what ought to be in the Developer's Reference (my pkg), etc.
I consider the Developer's Reference to be a discussion of all matters
which the good developer is responsible for which do not directly have
to do with building a package.  It talks about the servers, uploading,
new packages, the archive format, `stable', `frozen', etc.

Anyhow, I've added sections to talk about this stuff in 2.4.1.4,
coming momentarily.  Please check it out.
