Intent to package xspeakfree 0.7

xspeakfree is a frontend to the speakfree program, which is a internet
telephony application that can communicate with other speakfree clients,
including cross platform support to such os's as Windows95.

I have seen that speakfree is located on debian-non-US sites.  What is the
reason for this, and can we include speakfree into the US distribution?
