Renaming the debian-specific install-info to clear that name for the GNU
one sounds like the right thing to do.  It will be messy to do the
renaming without breaking things, though.  Lots of packages invoke the
debian-specific install-info by that name in preinst, postinst,
prerm, postrm scripts.
