Intent to package CLIPS

	I am planning on packaging CLIPS ("C" Language Integrated Production
System), an expert system tool developed by
the Software Technologu Branch NASA/Lyndon B. Johson Space Center. It can be
freely distributed, with no licence. An excerpt from the CLIPS-FAQ:

 4) CAN CLIPS BE REDISTRIBUTED? ARE THERE ANY LICENSING FEES?

    Copies of CLIPS executables, documentation, and source code
    downloaded from http://www.ghg.net/clips/download/ can be
    freely used and redistributed without restrictions.

	I guess this is "public domain", since there is no license, so this
is DSFG-compliant and should go into main.

	I want to tackle de problem of using autoconf & configure for this
package, even though this is not needed...
