Offering up libforms packages for adoption

I'm hereby offering up the libforms packages for adoption; I don't use
any programs any more that use xforms, and I haven't been paying
enough attention to the bug reports.

I'd appreciate it if someone who actually uses xforms and keeps up
with new versions could take over/adopt the current packages.
