Unlikely.
He has just declared a state of national emergency. (Not that he's trying
to distract us from Ms. Lewinsky, or anything...)
The sole reason for this (according to /.) is so he had power to extend
the act which restricts munitions (and is applied to crypto-systems) with
congressional approval.
Go figure.
