Isn't `dpkg' maintained in CVS by someone? Seems like it ought to be.
There should be a canonical CVS repository of `dpkg', and a small
core group of maintainers with write access. If anyone else fixes a
bug, they should do so in a checked out tree, and submit a proper
patch and ChangeLog entry to the maintainer's patch mailing list.
The XEmacs development team works like this.
Many of the Debian/RedHat GNU/Linux packages could benefit from that
sort of organized development.
