Orphaning packages: chos, smtp-refuser

Hi all,

This is a quick note to let eveyone know that I plan on orphaning two of
my packages, namely chos and smtp-refuser.  I no longer use them and feel
that I'd probably just break things.  Each has one minor bug against it.
If anyone would like to take either of them over, I'd be grateful.
