I think the problem has been misdiagnosed here. It would really be more
helpful to quote the actual error message, and describe explicitly what went
wrong and what should have happened. 

It sounds to me like the postinst of netbase failed, causing it to not be
configured. So when dpkg came to the lpr package it refused to configure it
because netbase wasn't properly configured.
