That would accomplish nothing, when a package is libtoolized, the ltconfig,
ltmain.sh and such are copied from the developer's copy of libtool. This
would require running automake and such for each Debian package that uses
libtool, which bloats the Debian diff a lot, and is inconvenient.

For the record, no it isn't a patch for the libtool package.
