/usr/info/* has a lot of files from many different packages.
Also, /usr/doc, etc. If the "great mv party" fails (and it *may* fail),
it will be very difficult to recover from the error.

If we simply let that new packages replace the old ones, it will be
a smooth process. When installing a single package fails, dpkg exits
with an error status and you have to try again. At least this way you
know *which* package to install again.

My main objection to moving things is very simple: *It should not be
necessary*. And if it is not necessary, we should not do it for fun. 
Nothing will break if we have some packages following FSSTND and some
others FHS, as long as we use things like manpath and such.
