Adam, do you really need to pre-depend? As you know, normal 'Depends'
will ensure that when 'postinst configure' the depends is satisfied.
Are you sure you can't restrict yourself to using the netbase stuff
when entering configured state (i.e., when 'postinst configure' is
run)? If not, why not?
