You can't force dpkg to tell scripts not to prompt.. Doing that is
broken.

What's wrong with using strings for that? Everywhere you use them a
string can also be used. Then just have the config-module from the
package validate the IP address. That way you can also enforce
other rules, like correct gateways (ever seen someone using a gateway
in another subnet by misktake? `but, I did enter a gateway! really!')
