Canada is in the free world?!?



I was just poking around and found a nifty page that explores Canada's
policy on strong cryptographic software.

It seem from reading this page that software that does not originate from
the US (ie all of the crypt software in non-US) can be legally exported
from Canada! Furthermore all crypt software developed within Canada can be
exported. All of this is without permit or license.

Does this mean that .ca's can setup a mirror of non-US? Furthermore does
this mean a .ca can maintain and develop non-US software like gpg?
