Section 10 of the GPL explicitly talks about getting additional
permissions, so it can't be that the GPL forbids such additional
permission.

I, also wish that the KDE folk would get good legal advice on this
matter. I suspect that this whole situation would not exist if they had
done so, earlier.

Pragmatically, though, I'm not sure they have the budget for that.
[Maybe they could get somebody's class in law-school to review the issue
as a class project?  This wouldn't carry the same weight as professional
advice - I don't think any professor would want his students to get in
legal trouble for not learning their material fast enough - but it would
at least be something.]
