Preliminary diff for SIAG 2.80

As already stated, I'm off for ~ 1 week.  If anyone can't wait this
long to install Siag Office, I put the current diff on master:

~dirson/siag_2.80-1.diff.gz

It applies to the full siag+tsiag+gsiag tree (3 upstream archives)
from ftp://ftp.edu.stockholm.se/pub/siag/

I guess it should be mostly installable - if I had time to check,
there would be an official upload instead.
See debian/TODO for what misses and can be epected when I'm back.
