As done with my unofficial CD images and a multi-cd aware dpkg-muticd.
I'm working to create official like images .... (I announced 'em
on http://www.debian.org/2.0/2.0beta_CD and I got some success notes

As far as I understand, the checking is done during dselect--Select,
then all packages from the 1st CD are unpacked/configured, then the
aprobiate packages from the 2nd CD .... pre-dependencies are checked
first and are the only reason to swap CDs more often then once.
