This sounds very much like the sceme that esr and friends are fleshing
out for trove.  (http://www.tuxedo.org/~esr/trove).  An initial
keyword hierarchy was sent to the mailing list today (archive hanging
off the trove page)...  At the moment, I don't see any reason to
diverge from the trove effort.

[Trove is the "manage sunsite, etc. more sanely" project. and is
attempting to solve the general problem of distributed management of
large free software archives.]
