If the source code is not available, then we can not release
it at all. Like netscape, we may create an installer package. It
certainly is not free software.

Rubbish. I hope you are not a debian maintainer -- for you
certainly have no grasp on a central tennet of the Debian
distribution, and you seem to have no idea what policy says about all
this. The DFSG defines what Debian considers free. There is no such
thing as "not fully available for the masses" yet "free for
everyone". As far as the DFSG is concrned, free has little to do with
money.
I shall quote policy for you:

Every package in "contrib" must comply with the DFSG.
Examples of packages which would be included in "contrib" are
* free packages which require "contrib", "non-free", or "non-US"
packages or packages which are not in our archive at all for

programs,
* packages which we don't want to support because they are too
buggy, and
* packages which fail to meet some other policy requirements in a
serious way.

I really really hopew you are not a debian developer. Please
read the social contract; that defines what Debian calls free. Your
statements are certainly wrong as far as Debian is concerned.
I hope we are not letting in people who have not even read the
social contract and the DFSG as developers. Also, every developer is
supposed to have read teh policy document.

which are encumbered by patents or other legal issues that make their
distribution problematic.
All packages in `non-free' must be electronically distributable across

There is something you must understand about the Soviet system. They
have the ability to concentrate all their efforts on a given design,
and develop all components simultaneously, but sometimes without
proper testing. Then they end up with a technological disaster like
the Tu-144. In a technology race at the time, that aircraft was two
