Of course it won't, that would hose Pre-Depends.  The point of a
Pre-Depends is that you can assume your Pre-Dependent is unpacked
*and* configured by the time you're installed.  If dpkg did what you
want the Pre-Dependent would be unpacked but unconfigured.
