pgcc and debian. (+linuxconf)

I was the maintainer of pgcc, however, I orphaned along with the rest of my
packages when I left for .il for the year. I will be back in the states on
June 10, and will be back at work at NRL on the 15th, so I will be able to
take it up then, unless anyone else wants it.

I am also considreing packaging linuxconf, if it's not packaged it yet, as I
have been talking with the author (and he says he got e-mail from s/o who
wanted to package it, but hasn't heard anything since), and Red Hat will be
including it in 5.1, and be shipped in a default manner to support it
(though not require it, just a little more complicated SysV scripts). I
know we have said we will use COAS, but it seems dangerous to me to make a
strategic decision to go with something that is not even close to being
released. I've also heard over the grapevine that development on COAS, is
moving very slow, though I can't really check that out from here.
