The part which you have been gracefully omitting from the complete
changelog i posted clearly states as follows:

--------------------snip----------------------------------
[ first part already cited above ]

   * Compiled with ext2undel feature closing Bug#20752.
   * Fixes an upstream bug which made MC crash when trying to copy an
     unreadable file via FTP.

[ rest deleted ]
--------------------snip----------------------------------

So you see that two bugs get fixed. The first one is not that tragic
IMHO but any bug crashing the application we plan to deliver as part
of the official distribution definitely is. The upstream release
fixed a bug which was present in the former Debian version. If i'd
really be so crazy about inserting random new code into frozen i would
have rather uploaded mc-4.1.30, which includes some nifty new features
(a somewhat gtk+ version! :) but also some disturbing quirks. So
please really read the changelogs and don't hastily assume that the
package's maintainer is randomly violating policy. Ok?

                               Thank you, P. *8^)
