You need to upload the .orig.tar.gz
a) when you have a new upstream release or
b) you have modified the .orig.tar.gz from the last
debian release. This should not happen but it was
needed by some of my packages or
c) somebody has removed your package(s) from the archive.
Note: the .orig.tar.gz ideally should not be touched once
uploaded.
