Intent to package pks (PGP key server daemon)

pks is a PGP key server daemon, since it contains no cryptographic code, it
is no problem for me (being in the US) to package it. pks is DFSG free
(yay!).

BTW, I think it'd be cool to put the developer keyring on a private
keyserver (keys.debian.org has a nice ring to it).
