Actually, I was talking only about getting seconds to make a proposal. The
formal voting would happen in some other way.
If you can't get on irc then you will have to rely on the much slow method
of posting to debian-devel a proposal and hoping to get enough seconds to
make it happen.
I certainly don't have enough time to consider every single proposal (and
certianly not twice over!) that is bound to come up so I think some kind
of balloting procedure to get seconds is a poor idea.
BTW, Ian: is voting to be secret or only 'private'? It might be very
motivating to the silent majority to be able to go to a web page and see
if proposals are winning/loosing.
