Actually, I asked why it is a policy, not where it is documented.  I
haven't received on answer on the reason yet.

Does the policy actually say that the files *must* be writable by
root (and only root), or that they must not be writable by anyone
other than root?  The justification given for this policy within the
policy itself is for security, which is not an issue for unwritable
files.
