If you had a special-purpose app which needeed kerberos support,
you would need the user package (kinit, kdestroy) to manage your
kerberos sessions, but you wouldn't necessarily need the kerberized
apps which ship with them.  It's akin to offering X apps along with
xinit; there are reasons to have xinit without having xgal.
