hmm, the i386 and alpha packages have it archived as:
-rwxr-xr-x root/root 314 1998-01-29 09:30 etc/cron.weekly/fspd
I would have to guess that there is a deeper problem with maybe dpkg
and/or your system config (system default or root's umask maybe?). Is
this a problem you've noticed often with other packages?
