Bug#19468: tetex-bin: makeinfo old

Version: 0.4pl8-4

I only mention this because the internals info files for xemacs can't 
be compiled with makeinfo 1.67 and require 1.68 or laters (1.67 seg faults
with the file.)  Consider this a wishlist item.
