Bug#16033: marked as done (x3270 is not DFSG free?)

 whatever purpose you desire except selling it, and the only
 restriction is that you include the above notices in each copy or
 derivative work you distribute."

The "except selling it" fails #1 of the DFSG.  However the copyright
file doesn't seem internally consistent.
