Anything that needs a specific kernel version, and which doesn't allow
you to add -I/what/ever/linux is severely broken, such that people
will be experiencing problems with it even if there is a linux kernel
installed at /usr/src/linux/.
However, it is perfectly reasonable for debian to be using /usr/src/linux/
as the well-advertised location of a kernel (as long as it's understood
that this kernel maybe isn't the currently running kernel).
If neither of the above statements applies then I still don't know
what you're talking about.
