Intention to package distributed.net Personal Proxy

Pending agreement by distributed.net, I intend to package their
personal proxy for the non-free/misc section.
The personal proxy is useful for networks of computers running
distributed.net rc5 & des clients that are firewalled and can't
conveniently use the http-proxy, or socks gateways that the client
supports, or for networks that do not have a permanent connection to
the Internet.
