Why not just:

  ftp1.uk.debian.org
  ftp2.uk.debian.org

and similarly

  ftp1.ca.us.debian.org
  ftp2.ca.us.debian.org
  etc...

or whatever geographic level of resolution is relevant to connectivity
concerns.  Using the numbers and locations conveys the relevant info
and keeps you from inconsistencies later.
