I suggest, for your own credibility, to check out the facts before
shouting so loud. 

The first `formal' presentation of the new upload procedure has been done
with policy weekly #5, posted to debian-devel:

Since I didn't receive any objections to this second announcement, I filed
a "wishlist" bug report against ftp.debian.org to get it implemented. 
While the `Results from Policy Weekly #5' mails just lists the changes for
convenience of the developers, the bug report contains all infos
re-working into a single `request', for convenience of the developer who
has to implement the proposal (Guy Maor). 

BTW, all policy weekly postings are available online at the home page of
the policy manual. And this HTML version is much better readable than the
text versions I post through email (since the different topics are split
into single HTML pages).

It's really silly to say that `I'm refusing to post any information in a
timely fashion.' I spend _several_ _hours_ a day to organize different
policy topics/decisions. Writing all the summaries, preparing HTML pages,
sending bug reports, getting background (i.e., technical)  information,
answering all emails, takes a lot of time. Believe me, I'm trying to do my
best to make it as easy as possible for those developers that don't have
the time to follow all discussions in detail. But if you don't even have
the time to read my summaries, I simply can't help you. 

If you are really intrested in this topic (new upload procedure) I suggest
that you check out the bug tracking system, Bug#17525. With the nice WWW
access of the bug system, this just takes a few seconds--much less than
this (worthless) discussion.
