new upload procedure approved

I just filed a wishlist bug report against ftp.debian.org requesting the
implementation of the new upload procedure.

Note, there have been some (small) changes WRT the latest version
presented on debian-devel. All these changes have been approved by the
people on debian-policy. If you should have any additional comments,
suggestions, critics, etc. please send a note to the corresponding bug
report. (But please keep in mind that this issue has already gone through
a long discussion.)
