No, those with really serious bandwidth limitations or a desire to
compile everything from scratch (for security reasons or whatever)
would use this option.  Others could continue as before.

I understand, but what I was saying was that if bandwidth cost is your
*main* concern, then downloading only the source diffs (as I was
musing about) would be a big win for you.  However, it would only work
if you had the storage space to keep the source packages for the
packages you use, which it sounds like you don't.
