The usual reasons (bug-fixes, porting, adding modified Makefiles, minor
changes necessary to integrate a single package into a complete system,
etc.) aside, what if an author gets run over by a car?
There are "artistic control" measures such as ones adopted by the Perl
Artistic License that allow distribution under the Debian policy.
