New lists for copies of closed and forwarded bug notices

For the enlightenment and edification of our industrious developers,
two new mailing lists are available @lists.debian.org:
 debian-bugs-closed      `you have closed this bug' messages
 debian-bugs-forwarded   `bug marked as forwarded' messages

They get copies from the bug system of the messages indicated.  If you
want to keep track on which bugs are being closed you can subscribe to
these lists.
