What I always do in those cases is simply login to master, 
"vi fvwm2*.dsc/changes", remove the pgp stuff, and edit the "distribution".

It worked fine last time I did that (but I don't know how happy Guy is
with it).

I've uploaded menu_1.3-1 now to master's incomming, so everything should
be set now.

I guess I also speak for Austin if I urge people to test fvwm2-...-4 and
menu 1.3-1 in the few days we've still got left before the release
of Debian 1.3.
