Yes, it is very definitely acceptable for Debian. Any author can distribute
their package under _any_number_ of licenses, as long as _one_ license is
acceptable to us. In this case you can get the software for free on all
platforms, or if you want a commercial license you can have one.

Yes, because it's _only_ free under the X window system, and it is _not_
free under any license on other platforms.
