Automakized dpkg

Hi. I have just finished improving the dpkg general build system
(including converting it to automake and libtool), and I would like to
submit my patches to the maintainer now. However, looking at the debian
changelog, I can see that not many of the last few releases were made by
the maintainer (Ian Jackson). So, who should I send these changes to?
The new system supports the following enhancements which the old one
didn't:-
* Configuration for host/build/target systems
* VPATH builds
* "Uninstall" targets
* Distribution targets (supplies the files generated by
debiandoc2html, and debiandoc2ps in distribution, so no
need for user to install these to use it)
* Support for configurable dpkg directories (/var/lib/dpkg, etc.)
* Version number determined from debian/changelog, not from
directory being built from (can be built from a directory named
something other than dpkg-a.b.c.d)
* All the benefits of automake - automagic dependencies, etc.
* The ability to easily implement gettextizing/internationalizing
* "maintainer-clean" targets remove all the Makefile.in's, and the
files which debiandoc2ps, etc are needed to build.
