No, that won't work.  dpkg uses a different mechanism to replace files
in this case, and the /dev files will all go away temporarily.
Besides, lots of people make ownership and permission changes here,
and we don't want to lose that.

I do NOT think it is a good idea for these files to be owned by ANY
package.  If we have to implement some hack to get them out of base's
list, then so be it.  Putting them into another package's list is much
harder, and we may very well have to do it all again some time in the
future.  The /dev files really are a special case.
