How about having a frozen-stable and a frozen-unstable section? (The
frozen-unstable would not exist except when a new "major" release of the OS is
pending, like the "frozen" distribution now)
This would perhaps help with the problems we're having now. If we have
frozen-stable as a permanent item, the policy could be set such that any
placement of a package directly into stable is banned. Packages that would
normally go directly into stable could then go into frozen-stable for pending
release in the next "minor" release of the OS.
But it still takes responsibility on the part of the maintainers -- there were
some things that appears in 1.2.1 that should not have been in any version
prior to 1.3 -- and if the maintainers still release those things into frozen,
there is at least a better chance of somebody else catching the problem.
I first got Debian when 1.1 came out (so I don't have experience with pre-1.x
releases of Debian), and that one was a very well-designed distribution. All
the minor revisions (I think there were 11 or 12?) worked smoothly. I had no
problems.
For some reason, 1.2 is not the same way. Does anybody know why? I think if
we can find out what is being done differently here, maybe we can narrow down
the problem.
In the mean time, I think it is a good idea to have a frozen-stable section.
