Please, dpkg-divert clarifications needed

Please, can someone explain me the dpkg-divert work?
I have a little problem about a package who needs to
replace a file in another package. 
Divert seems to be the right thing to do, but I want to be sure
to keep the diversion if I upgrade the original package (yes, 
the one with the file who has to be replace). What's the best 
way to do it?

By the way, what's it's now the standard about emacs and xemacs 
packages? The manuals dont't talk a lot about them but I read
somewhere that's we must put the start-site.el modifications
in /etc/emacs/start-site.eld/ or something like. Where can I find the 
information. I think it's could be a good thig to add in the policy.
