Read:
"You can _suggests_ enhancements or updates, and we'll try satisfy your 
request if it's reasonable, but you're aren't given the _rights_ to 
_force_ the maintainers to do any enhancement or update."

Yes, but it's not available on the main FTP sites. read the file 
mirrors.non-US (at the root of the Debian file tree)
