I really like this proposal. Currently I see far too many bugs being
closed while the bugfix is still in Incoming (and in some cases stays
there for a few weeks). I was even guilty of that myself recently.
Also, the generated message to the bug reported seems a lot better
than the usual "Fixed in 12.4-3", and less work to boot :-)
One nit, though: it's "closes" in the changelog, and "closed" in the
changes file. This seems unintuitive. I would prefer "closes"
throughout.
