The point here is that everyone who installs qmail gets it by default in
/var/qmail. Not just users of some specific OS varient, EVERYONE.
Linking lots of things into /var/qmail makes transition easier for
everyone (like the /usr/tmp and /var/adm links). People find things where
they are universally placed.
